BIN and bank lookup

Two lookups that need no image: resolve a card's BIN, or find a bank.

Look up a BIN#

The BIN is the first 6 to 8 digits of a card number. bin.lookup returns the network, type, level and funding, the issuer, the country and currency, and the issuer's record in the bank directory.

Fewer than 6 digits answer 400 with the code bin_too_short.

Find a bank#

banks.lookup finds a bank by BIC, or by name (best with the country). Trust bank when verified is true; otherwise look at alternatives. Send name or bic; sending neither answers 400 with missing_query.
